Generally, one would choose where to ask it depending on the focus one wants to see in answers. That perogative remains with whoever asks the question.

If it is about making a conlang then either is probably fine so just put a comment saying that it might be worth considering asking on Conlang.se so people know that it is a available but don't feel like they are being pushed onto the other site.
Feb 28, 2018 at 11:41 comment added Mołot @Raditz_35 if question is about language itself, in our world or world similar enough that differences doesn't matter, I guess conlang is better. If question is about interaction between constructed language and world, for example about forcing constructed language as official language in a space colony, worldbuilding it is. There is no hard and easy line.
