These needs to be mentioned in the help center somewhere, to get rid of the current ambiguity of the rules.

This is nothing new except we change the down-vote to a close-vote for the trivial questions. This is already more or less what we have been doing for a while. By including this in the help center, we would be enforcing the unwritten consensus that has emerged over a certain period of time on the site. It will reduce the confusion we create when referring new members to the help center.
